IMO, if you feel like you can continue indefinitely, then it probably is time to step it up a bit.Pay attention to your RPE and you should be able to tell if it's time or not.

Hi, I've started running with a very flexible schedule. Because I am in such poor shape, i didn't want to commit myself to moving on to the next level every week. Rather, I am taking time to really manage a level well, before moving on.
How do I know when I'm ready to try the next level? Today, it was certainly still challenging, but after 6 intervals, I felt like I could continue doing my 1:30/3:00 run/walk intervals indefinitely!
It'd be nice to know how to really optimise my running time so I can run/run as soon as I'm ready! (But not sooner) :)
