They can be divided either in the fall or the early spring. By transplanting them in the fall the roots have a chance to get well established before the next years growth and the plant will be off to a better start the next year.

I have never divided mine because they always self-seed themselves. BUT...if I was going to divide them I would wait until after they are finished blooming. Probably just as easy to let them go to seed and take some seeds and put them wherever you want them.
