Check out they have an excellent resource for biking in the cold.

I bike in the winter, but I also live in no snow and the coldest I have had to deal with was 18 degrees.

Or invest in some good winter riding gear: a skinny toque for under the helmet, some fancy new spandex, warm gloves (I've seen this really neat looking 'lobster' type gloves that are pretty heavy duty). I'd be more concerned about road conditions than weather. Here's a story for some inspiration:
I just moved out of northern Manitoba but there was a guy from Japan (I believe) who had been coming to northern MB for last 4 or 5 winters and cycle touring around in Jan/Feb.

Hi just joined this team. I love cycling but its November in Alberta now, and although it was actually warm today that is about to change. I like to commute to work on my bike but I don't know how I can do that when its below freezing! Any good ideas for biking in the cold?
