I don't think it hurts to try it, but just don't be surprised if you get better results from traditional exercise. I also wouldn't use this as a replacement for regular exercise, maybe just something to experiment with.

one of my friends moved abroad and gave me an oscillating plate (tonicvibe), it is like powerplate but with an oscillating movement instead a vibrating one. I read on the internet that it is a good way to create muscle/ Have you try it? Is it successful?
