I would lift the belly to take your hip measurement. Place the measuring tape across the widest part of your hips/buttocks and measure all the way around while keeping the tape parallel to the floor.

spoiler alert - this is aTMI kinda of question.
For measuring a woman's hips. If one has a belly that hangs (like low enough you cant see certain things even standing in front of a mirror) - do you lift the belly to take the hip measurement? or just lay the tape measure over it?
