I would recommend tracking your food so you know how much you're really eating, versus just portion control alone.

If you set up your goals in SparkPeople, you'll get a calorie range to help you lose weight. I recommend a balanced exercise program of both strength training and cardio exercise.

Most gyms offer body fat testing for a small fee.

Well atm im not working out just wating with portion control.

Im getting some adjustable dumbbells that go to 42 kg each.

I want to know where should I go from here so I guess a 500 cal deficit and lifting should be the way to go? And whats the best way to test bodyfat ???

Yes, you can start to gain strength and definition while losing the last of your weight. How much are you trying to lose? Are you tracking your food daily and staying in your recommended calorie and nutrient ranges? Have you had your body fat tested to know how close you are to the healthy range?
