I agree it sounds like you may have some lose skin.

About the "bulking" you really need to get your body-fat checked before you do this.

Let me ask you a question, are you lean enough that you can see your abs.

It not I would suggest, that you lean out some more--before you bulk,

Otherwise,

You might end up putting on more fat than muscle.

You might want to have your body fat tested. When you're close to your goal (or feel that you've reached it), that's going to be a better indicator of where you are versus the number on the scale.

thanks alot for your input, so is it safe to go on a bulk now?I really lack muscle and recomp really doesnt work for me atleast with some muscle il look good in a t-shirt

Most people have some kind of stomach "hang over" when they sit down. Could some of it be loose skin instead of actual fat? It's very difficult to get your body fat percentage so low that you have a completely flat stomach.

Im 5 11 I was 158 lbs at one time and still my skin always sags like a big tummy it happens on my love handles too when I sit down like this https://imgur.com/a/chEMyqs

I was around 110 kgs before( dont know how much that is in lbs) and I lost like 60-70 kgs through dieting and cardio. I want to gain muscle, I tried a recomp with a trainer but even then my skin always sags like a tummy when I sit and looks a little less flabby when I stand and it was near impossible to gain size on a recomp. What do I do, should I get lipo?
