at a loss but not losing

I have realized I have some other goals (financial, emotional, etc.) That need to take precedent for me but tracking calories and when I meet my goal I either feel so hungry or I gain weight. How can I possibly gain weight eating 1300 cal or less, and not drinking any more water than before. A week of this and I am back into "I can't win, gonna be unhappily fat forever." Mode. What to do. I work overnights so scheduled ng more workout time is almost impossible. Already walking and doing resistance bands at work.
