Can't keep it off!

My cutter goal is to get down to 134 by the end of the year. I'm currently weighing in at 140/141 depending on the day. I was down to 136, but only for a brief time. My weight pretty much keeps sticking right at 140. It may go up or down a few pounds, but comes back every time to 140. I'm not sure what to do about this. I have been doing some strength training recently, so I think that is also affecting my weight. I went for my yearly visit yesterday and asked my doctor about it. She said to just keep eating and working out and eventually my weight will level off. The problem is that it has leveled of - at 140. I'd prefer it to level off at about 6 pounds less than that. Any advice?
