Need help with menu planning

I'd like to throw this out as a challenge to anyone who reads this.

I've been very short of money this Month. My daughter is going to give me $30 that she owes me, and I need help in using it to make it last for 12 days (I get paid again on October 27.)

I currently have on hand:
7 rolls of toilet paper
about a quart of milk
half a loaf of bread
no eggs
2 pounds of hamburger
4 or 5 beef patties
package of frozen cauliflower and broccolli
1 can of peas.
2 cans of tomato sauce
half a box of Cheerios
miscellaneous condiments
a few boxes of Kraft mac & cheese
frozen pizza.
about 3 days of coffee

For some reason, whenever I know I'm short of food, I feel hungrier than usual and tend to make the worst choices. I need suggestions on how to use what I've got and to stretch the $30 for the next 12 days

What would you put on your shopping list if you were in my shoes? Would it be a better plan to not go shopping unless I'm out of something?

    use the macaroni with the hamburger for 2 -3 meals(if you buy a jar of prego you can make a spagetti sauce to stretch it

    buy a small bag of rice with peas and cauliflower and hamburger and that is another 2-3 meals

    buy a box of oatmeal that stretches

    rice hamburger and vegies stretch all meals
    oatmeal pancakemix eggs
    buy whole milk and split it in half to make 1%milk or buy powder milk emoticon emoticon

    2 pounds of chicken and wrap them up indiidually

    and hit the food bank
