Your best bet for dealing with red clay is to just skirt the issue by using window boxes, pots, and raised planting beds. That way you add potting soil - my favorite is Miracle Grow moisture control because it's idiot proof (and therefore my secret to success) - and don't have to worry about poor soil quality. Almost all flowers and herbs do well in boxes and pots, as do a lot of vegetables like tomatoes and peppers. Strawberries also do well in planters - the three little planters with plants sticking out all over are strawberries.
