Calorie Cycling is basically just cycling your calories. For instance you vary the amount of calories you eat each day. (i.e. Monday - higher, Tuesday - lower, Wed - higher, etc) You also coordinate your workouts to be more intense on higher calorie days. The general premise is that is tricks your body into burning calories at a higher metabolic rate. Most people that do it properly and consistently lose about 2 pounds a week.
