I tell myself that I will do 10 minutes of exercise each day and almost always end up doing at least 30 once I get going. It's mind trickery that works for me. 30 or more minutes seems ominous, but 10 is manageable to fit into my busy day.

Trick Yourself into Exercising When You Don't Feel Like It
Set your goal to just work out for at least 10 minutes - and do it even when you don't feel like it. It's only 10 minutes, right?!? It's not going to kill you!
For me - when exercising I get energized. If I trick myself (even consciously) into JUST getting started - that 10 minutes can easily stretch to an hour or more. On those days that I just can't get with it - at least I get 10 minutes in.
When first starting after living a sedentary lifestyle, setting up a workout regime seems so overwhelming let alone doing it. Start with dedicating 10 minutes to cardio and go from there. If you made it to the 10 minutes and still feel great, go another 10 minutes and so on. If you gave all that you can and are exhausted, then you can stop knowing you fulfilled your goal of 10 minutes of exercise.
