I have found that what appears to be a lot of belly fat is partly lack of muscle tone in the abdominal region. For me, this is due to having had two children and a hysterectomy.
I drive a city transit bus for a living, and I have been working on my abdominal muscles while driving by tightening my ab muscles while sitting at red lights, then releasing them when the light turns green. This turns what would normally be an unproductive part of my day into something positive and productive.

Doing crunches and other ab strengthening activities can sometimes make it look as though your waist is getting bigger, because it is. Muscle is growing beneath the fat, to get rid of the fat use exercises that tighten rather than crunch.
