I take wet washcloths and put them in sandwich bags. Then I freeze them. I sometimes walk my neighborhood on hot days, and if I get hot, I slip into the house and wipe down with a frozen washcloth. It feels great. Or do it anytime you feel overheated.

I've done this, except that I find handkerchiefs even better. I wet them, and then roll them up and shape them into a curve so that when I'm outside on a hot day I just put it around my neck and it cools me off. This is especially useful if your hands are occupied like when mowing the law or pushing a stroller.
