I noticed if I sit around and think about exercising/walking I never do it. I will think until I wear myself out. Yet when I do exercise/walk, those days I just get up and get my shoes on. I never think or plan, I just do it. The key (for me at least) is not to think about doing, but instead just get up and get my shoes on. It makes all the difference.
