Whenever I feel like snacking, I make myself a cup of herbal tea and drink it. If I'm still hungry after drinking the tea, I know I'm legitimately hungry and will have a snack. But more often than not, having something hot and thinking about what I'm doing will stop me from snacking.

Find a great tea and love it! Drinking tea is a great way to get in more water each day. You can sweeten it with honey or nothing at all and it keeps you from getting bored with the traditional add-ins like lemons or cucumbers to flavor it. Drinking a good unsweetened tea can also help protect you from some of the negative side effects of artificial sweeteners! Create your own Tea Time!
I recently quit coffee and started drinking tea. At first I was buying chai tea lattes ($4.50 for tea and milk!) but now I take a box of tea with me in my backpack wherever I go. Even if I forget my mug, $.25 for a paper cup is much cheaper than $2 for tea -- which is only about $2 a box at the store!
