Yes, they allow walkers. I'm pretty sure all distances are open to walkers -- not positive about the full marathon; but, I know walkers are welcome for the 1/2 marathon and shorter distances. Definitely the 5k has walkers. There is a 5k, 10k, 1/2M, full marathon, a relay, kids events, etc.
It is a huge event, lots of people crowding into town. I live here but this will be my first year attending so can't tell you anything from first hand experience. But, results from 2012 had almost 31,000 walkers and runners participating and something like 200,000 spectators.
