Ladders are going up or down in count (by one number). I think this is what they are saying, to do ladders alternating sides.
So 1+2+3 says first set do 1 (one each side), then second set do 2 (two one side, then two other side), and third set do 3 (three one side, then three other side. Repeat 5 times. This equals 30 reps each side. Then swings, the 1.5:1 rest/work ratio means you should be resting 1.5 times as much to the 1 time of swinging (work), or resting half again as long as the work/swing period. So goal, if you are doing your swing in rest in 60 seconds time, is to try and do your 15 swings (their goal) in 24 seconds then rest 36 seconds (= to 1.5 times the work/swing period). You have to find common denominator, I cheated a little by saying 1.5 is 3 halves, and 1 is two halves, which made 5 halves. 60 seconds divided by 5 (the number of halves) is 12, so each half should be 12 seconds, so the 1.5 (3 halves) is 36 (3 * 12), and the 1 (2 halves) is 24 (2 * 12). Hope this didn't confuse more.
