Spoilage would depend on the conditions of the place where they have been stored. Whole oats will last a long time (years even) if kept air tight and cool. But cut or rolled oats will spoil faster. Even these will keep a long time if stored well. I freeze all cut grains (flours, cereals) that I think I won't use up within 6 months. Even flours, if left out at room temperature should be used up within 2 months.
If your cut oats came in a package from the store and you have had them for 6 months or more I say throw them away and get fresh. If their package was well sealed then they should be okay if they were stored in a cool, dark place.
