3 weeks is great! You've got a few of the most difficult days behind you already, and the more you practice sticking to your plan, the easier it gets over time. Ignore the scale for now and hang in there! (I agree that it's water or muscle gain, maybe a response to hormone fluctuations or salt intake--it could be anything, but I bet you've lost fat over the last 3 weeks.)
