We grill year round (Michigan). Takes that grill awhile to heat up in the cold! lol Today it was in the 20's.
I certainly would think you could broil it! Just watch it, that it doesn't dry out because it's so lean. Maybe on a lo broil setting if you have it? If you can put everything in the Ziplock the night before, even better for tenderizing the meat.

???- what size of flank steak? That seems like a very large recipe for one steak. BTW, MDA had a post on marinades for meat last summer- check them out- he has also done a post on rubs in the past year.
