The first thing I was going to suggest was an eye cream issue, but since you're saying that you're not wearing it I'm going to try to give you some "outside the box" reasons.
1. I think you should try curling your before applying mascara lashes. The mascara may be weighing them down and they're dragging across you lower eye lid.
2. I think you should change the angle of your head when you apply mascara. Are you tilting your head way back or tucking your chin way in when applying it? You may be getting mascara under your eye because you are tilting your head one way too much or the other.
One thing you can do is, apply mascara and then place your finger lengthwise or a tissue under your eye (directly under your lower lashes) and blink several times. This should deposit extra mascara onto your finger or tissue.

I am looking for some suggestions. I haven't been able to find any help for my particular mascara dilemma online, so maybe someone here knows.
When I wear mascara, within 15 minutes it is smeared under my lower eyelid. It doesn't look like the mascara ran under my eyes, but looks more like the imprint of my upper lashes against my under eye when my eyes are closed. It happens regardless of eye cream/no eye cream, other makeup on my face/no makeup on my face. It began about a year ago, and I don't think my face is noticeably greasier...but I suppose that could be it.
Also, I've tried 3 different mascaras of different prices points - 2 waterproof, 1 not.
It is very noticeable and embarrassing.
