I have been very happy with a product called "Zim's Crack Creme". IT can be gotten at a pharmacy or discount store. In order for it to work, consistancy is important.

I use a file on my heels that get really dry. A skin file with a rough file on one side and a smoother on the other (it's like sandpaper). After that I moisturize. Works for awhile. You can also use epsom salt on your heels too.

Some good suggestions for me today -- stuck in the house during winter snowstorm. I used to do Stacy's suggestion: putting vaseline on my heels and wearing socks to bed --works really well for dry heels. You gotta be faithful and to it over time.
