IMHO, the reason you don't see many, if any, year long challenges is that it is very hard for people to stay interested in a challenge for that long. Even a month long challenge will have people drop. And the longer you go, the more people who will drop as life gets in the way and interest wanes.
That doesn't mean you couldn't do it of course. Everything is possible.
As for the Olympics, over a year ago I created a Wii-lympic challenge for this team to run during the summer Olympics and you could just alter it to run during the winter Olympics. You could use that format and perhaps just add or change games/events. It's a fairly easy set up but requires daily attention to run. Lots of daily attention.
