This seems like a good program, I will check it out a little later. Ireland has the largest bike to work program. And it has been very successful. I have attached a link, not sure that it would work here in the USA but it shows when people pull together what can happen.

I hope this is ok to post, but I just got notice of a really great biking challenge. Last week, the Alliance for Biking and Walking announced the continuation
of a partnership with CLIF Bar & Company in the nationwide "2 Mile
Challenge." The goal is to replace 100,000 car trips this summer
with pollution-free trips taken by bicycle instead. According to a
press release about the challenge, "In the U.S., 40 percent of all
urban trips are two miles or less, but 90 percent of those short
distances are made by automobile. CLIF Bar started the 2 Mile
Challenge to build community among current bicyclists, encourage more
citizens to travel on two wheels, and support nonprofits that are
working to increase active transportation." The Alliance is leading
the effort's Gold Team, while the Safe Routes to School national
partnership is heading up the Red Team and (a grassroots
organization taking on climate change) is leading the Blue Team. Learn
