I'm curious about when and how often you're testing... are you testing just in the mornings or before/after each meal? It could make a difference in what's causing the spikes...
Combining carbs with protein and fat is key to keeping things from spiking-- And though they are usually the primary culprit, it isn't just the carbs that can cause spikes--it's anytime you get too much of just about anything, because what you can't use gets turned to sugar--or fat--or both! LOL
To me it sounds like time to find another program...
