If you're near something like Whole Foods, someplace with bulk bins, you can often get herbs and spices for very little money because you can start with any quantity you like. Start with a Tablespoon's worth, for instance.
When I moved I had to compost all my herbs and spices.
I had bunches, all kinds of things, I picked up here and there, a little at a time.
I know people say spices only keep a few months, but I'd always keep them cool and away from the stove, never dumping from the container right over, say, a pot of soup, and I fresh grind as often as possible, or grind things in my hands before using them to bring out the flavors and oils. Still tasted great to me!
