Lift weights, lift weights, and lift more weights. Just make certain you work out all the muscle groups in your arms...as well as your shoulders
I had the same problem for months. Last June I seriously started a dumbell program 3 days a week. Not very heavy weights, but I was consistent. Yesterday I measured my arms and I lost a whole inch on my right arm and 1/4 inch on my left. My left was always smaller than my right, but now they are the same. Just keep up your program and in time you will see results.
Pump some weights is all I can offer. Not only will your arms look firm, but you will get stronger without bulking up.

Mine haven't changed in months, but they are definitely more defined. Maybe the muscle is offsetting that fat. Keep working, they will take on greater definition and once again does the number matter as much as the look?

Just give it more time. Losing weight is a whole body thing and it will happen. Maybe some strength exercises for the arms will help build up more muscle and create more definition.
