It's to help alleviate your PMS symptoms during your PMS week. It is for anytime not just during maintenance, however it will slow your weight loss so my recommendation is to not eat the extra foods unless you really need them (in other words, don't just eat them because they are "allowed").
Then decide how much you really actually need. I found the extra PMS foods the diet allows seems very excessive, so I had oatmeal one day when I really needed it, and dark chocolate, but that's it. The nice thing is that they are there for you if you feel the need. (just my two cents) :)
