It is possible that you are having trouble because you are not eating enough fresh fruits and veggies? Running burns a significant amount of calories and your body will feel that. Check to see that you are getting enough protein, you are exercising. You could add some stretching?
I think the biggest thing that sticks out to me in your question is "given the stress..." If you want to lose weight you'll have to deal with the stress in a positive way. I found several good meditation apps that help. Another option is journaling or counseling? Fishing, long hot bath, yoga, getting your freak on with some loud music.... Whatever floats your boat, but my guess is your stress is your inhibitor, good luck.
One last thing: your body will not release weight if it is dehydrated or underrested. Maybe it will, but it does better when you are hydrated and rested just so you know...
