I would want to do the right thing so would say YES.
However, I've seen a car bump another and drive away and not reported it. I've seen a probable shop lifter and not reported it.
I have overheard, when I was working (years ago), a snippit of a conversation that referred to a bank holdup amount, that I also read about in the newspaper that morning, about a bank hold up, and reported to the police who didn't know what I was referring to and seemed to considered me a quack.
However, the police had to follow through with my report and found it was the thieves that I overheard and because of me they were arrested and convicted. It was a FBI case! not just plain local :)
So, I still say YES but it all depends too.

Yes! The thing with this too, if you think about it, what if the crime was against a person, would you be able to also help that person at that moment? I read stories about people yelling for help and no one stops to help due to fear of getting hurt themselves. Could I do it anyway? Interesting question to ponder on.
