That is a baby owl. Before I retired I worked in a building that had a HUGE spruce tree right outside with an established owl nest.
The parents returned each year (unfortunately one year the mama owl died and the nest was empty for a couple of years). Papa owl found a new mate and brought her to raise a family in the spruce tree.
The coolest thing was that an office on the third floor looked out onto the nest and I was able to snap the picture without disturbing the babies.
The baby owls (and their parents) have always been a great inspiration to me. We get pretty strong winds here in the spring and the crows like to attack when the owls are little. Some years none of the babies survive, other years two or three survive. But the adult owls come back every year and do their best to raise a new family.
