There are two kinds of ankle cuffs and they do two different things. Foam ones add buoyant resistance, making it harder to push your feet down, but easier to lift them up. The kind with wings or fins add drag resistance, taking more effort to move the legs forward, back, and sometimes sideways. Take care with resistance added to the legs, as overuse can aggravate or cause lower back problems.
Gloves are a really great place to start. Relatively inexpensive and don't take much space in your gym bag.
Arm movement out of the water is not considered a best practice, and causes me to wonder how your instructor was trained. For one thing, why not use the benefits of the water's resistance when we're there, and secondly, prolonged arm exercise out of the water can raise blood pressure. Who needs that?
