When they tear or fall apart. They have really great leashes from Cabela's which are adjustable.

My girls haven't had new collars in a long time because they don't wear them, but they are in the car with their tags. They also haven't had a new harness in awhile, because they haven't needed one.
I'm always buying them new treats, though. emoticon

Only Finn needed his harness replaced; he out grew the first one. They have their original leads though, and Echo still wears her first pink harness. I make the puppies new scarves whenever I find the time.

I replace Orion's collar about every 6 months. when he sheds it gets all embedded in his collar and then it just looks constantly dirty to me which I hate lol..... Leads and harness only gets replaced as needed.

I haven't in the past, but I'm going to this year. Jasper has an indestructible collar (Lupine) so I've never needed to. I think he'd enjoy something pretty though. Daisy and Sadie (our previous dogs) always wore bandanas, and those we changed based on the season. I've never done the bandana thing on Jasper--probably because it's too emotional for me still about losing Sadie. I think he would look quiet sporty in a spring bandana.

How often do you get new collars and leads?

My girls get a new collar every spring. I just like getting them something new.

We replace harnesses and leads as needed. In the past by in the fall we have some fraying but our kong harnesses are on year two with no problems.
