We had this problem a few months ago. Try unplugging everything, including the sensor bar, then putting Humpty Dumpty back together again. When our 14-year-old technology whiz awakens, I'll ask him about other measures we undertook if that does not work, and I will post an update then. This can be solved...
Thing 2 has awakened. His brain is hard-wired to Nintendo headquarters. His advice:
1. New batteries in the balance board. 2. Reboot the Wii.
There are more extreme measures (generally having to do with unplugging and re-plugging and re-syncing various peripherals). These two steps should solve it most of the time.
