Are your lips chapped all the time, or just while running?
If ChapStik isn't working, try to apply a lip balm. If the chopping is all the time, you should try upping your water intake through the day, and perhaps turn on a humidifier in your bedroom at night. With the cooler and drier winter air coming, this is a common problem for many runners.

Since starting my Rookie Running Program almost 2 months ago I have the driest lips. I can't seem to find any chap stick that helps. I have even tried applying it during my sessions. I know I am doing a lot of deep mouth and nose breathing. Is this normal? If so what helps?
