Lower the incline of your TM. VO2 consumption at any given pace on the TM is only equivalent to road VO2 when the TM is at 1%.
Or, you could run faster at 0% incline which is what I do because I can't stand running uphill all the time. For any given road PE, I find that I need to speed up ~6s/mile to match.
