I have both and I used to wear the toe covers when the temp was between 55 to 45 %. Now I just wear the booties or nothing I never over heat in them and they work even when its 20% and the winds are howling.
Neither: I use baggies. I have tried the neoprene socks – yuck. A cycling coach told me to use the non-ziploc sandwich baggies. Put on your socks, slip the baggie over your foot, and then slip your foot into your shoe. It keeps my feet nice and warm and when it warms up, I take them off and stow them in my bag. They take up no room!!

I used to have only the toe covers. Those, with a chemical warmer (Toastie Toes) would work for a while, but eventually my toes would go numb. I even tried a baggie over my socks to block the wind a little more, but still numb toes.
A friend gave me a pair of booties last winter. What a difference! Makes those rides in the 30's bearable.

I find toe covers along with thin (silver colored) insulating socks and cotton socks are enough to keep my feet warm down to the low 40 degree temperatures.
Colder than that I don't ride because there is usually ice that I do not like to navigate anyway.

Great question. I'm going to have to look into those boots. I think I'm done riding for the year until I can find some warmer clothing. There is a bicycle swap meet in January. I hope to find all kinds of great buys.
Last week I rode and my toes were numb when I got off the bike. It was a weird feeling. My wool socks didn't quite do the job. I guess they are more for snowmobiling than cycling. Thanks for the information.

I've used those mini heat pads too and they work really well.
Our weather is way to cold for toe covers... I wear the full booties.
For more extreme winter temperatures, most of the MTB riders I know own a pair of LAKE boots... lined with gore-tex and thermo-lite. I've heard those are "bomb proof". I don't have a pair... they're expensive, and I haven't been riding enough to justify them.
I've worn my Shimamo boots, (no booties), down to about 15 degrees and they were OK for about an hour.

Toe covers I only wear if it's still pretty warm, but maybe rainy and I want to keep my toes drier. They don't do much to keep your feet warm. I have booties that I wear down to maybe 55, which basically only keep the wind out a little. And then I have to switch to fleece booties to actually keep my feet warm. Another trick is to put one of those warming pad things between your shoe and the bootie. Keeps the toes warm!
