Chafing can happen when a bra is over a year old. The aged elastic may be rubbing back and forth as you move. The band may also be either too snug or too loose. Make sure the band feels snug against your skin, but that you can breathe comfortably.
If your bra fits well and is fairly new, you can try applying body glide to the band before going out for a long run.
Body Glide helps, but you have to keep reapplying it.
I hear ya! I found that one-piece, seamless bras did the trick for me.

Hi there. My sports bras fit me fine and work perfectly for all sports, except when I run for over an hour or so I end up with a huge burn/rub across the strap line in the front. Is there a way to fix this?
