Now, I'm no exercise expert, but the first things that I'd address are:
Target salt/sodium intake. Can you cut back? If so, some excess water weight will be the first to go.
Walk. Walk when you can. I too have issues and my favorite tool is my trusty pedometer. I wear it everyday. Some days I get in LOT'S of steps, other days, NOT SO MUCH.
More fruit and veggies are also a great way to make some changes. SouP and salad are also a couple of my personal favorites
