Do you have any pressing reasons to switch from whole milk to a lower fat percentage? If it's strictly because of the calories, then you might find that it works better for you to stay with the whole milk and just have less of it. Something that you thoroughly enjoy can be more satiating in a smaller quantity than would be a larger quantity of something that you don't like.
For instance, while I've never been a whole milk fan, I am a huge fan of cheese. The low-fat or no-fat "cheese like substances" will never taste good to me, and are never satisfying. So, I now have my favourite cheeses 15g - 30g (about 1/2 to 1 oz) at a time - and make sure that I get really good, flavourful cheese that will leave me satiated with that 15g or 30g.
Really, there's only 44 calories or so difference between a cup of 1% and a cup of whole milk - you should be able to fit that in to your range if that is what you really enjoy.
If you would like to change down to 2% or lower, then your idea of mixing them is a good one. You could start with 7 oz of whole + 1 oz of 2%, and then gradually change the mix 1 oz at a time until you are completely at 2%. I wouldn't try to do it faster than one or two changes per week if it were me, though - any faster and I'd notice the flavour / texture difference too much.
Edit to add: I forgot to mention that I ended up dropping my milk consumption considerably, even though I've always preferred skim milk. I used to have at least 12 oz with every meal, but now only have 4 oz on my cereal, and 10 oz in my evening hot cocoa --- I drink water with meals now. It just wasn't satisfying enough for me to justify drinking those calories when I could eat something instead.
