In general, when "water" is recommended, it refers to liquids which your body will use for basic functions. It really should specify "liquids", rather than water, specifically. Therefore, "water" includes water, tea, coffee, milk, juice, soup, and even many water-based foods, such as gelatin.
Look at it as any ingested substance which your body can extract water from. Naturally, a cup of gelatin isn't the same water value as water... but it should be included in any case.
