that's because it depends on what classification system you go by.
the usda categorizes them both as vegetables, though popcorn does count as a grain.

-google first. ask questions later.

Corn is definitely a grain. Potatoes are a starchy vegetable. I treat them as a carb or a starch.

You don't have to eat the whole thing.
