SP generally gives you a range of calories. You said "up to1700", so I am guessing your range is something like 1400-1700? If that is the case, then all the numbers you gave are reasonable and within that range.
I would suggest starting to just eat within whatever the range is. there is nothing wrong with eating at the top of your range, but you get a range of calories for a reason. You can eat any amount of calories within it and still meet your goals. Don't tie yourself up in knots to meet a specific number.
