I had the same problem until I started tracking. I don't track much anymore, but when I did and I actually saw WHERE my problem areas were, I was able to make those adjustments when I transitioned to not tracking.
But you definitely can't out-exercise what you're eating, even if you're eating too much of a good thing.
You cannot out-exercise a bad diet. Burn all the calories you want to, but if you eat too much you will still either not lose, or maybe even gain. Exercise is very important for our health and fitness-- but about 80% of the weight loss equation is what/ how much you eat.

Exercise has always been easier for me than nutrition. Excercise becomes a habit that I crave after setting a routine. But I'm a bit of a foodie, so food can be trickier. I combat it by cooking on the weekend and planning out most of my meals, so that there's less room for unhealthy choices. I also do a lot of experimenting while cooking to get really favorful food that satisfies and that I really like, so I'm not as easily tempted.
