That depends. The less you have to lose, the more likely you are to be unable to reach that 2 lb per week. Someone who has just 20 lbs to lose can't expect to lose 2 lbs per week, so the only way mathematically to reach that amount is to dip below 1200... since that's not safe, and SP doesn't allow it, it throws you in the minimum safety range.
Try putting in a more reasonable 1-1.5, and see what it does. What's your total amount to lose? A good rule of thumb is about 3% of your total weight loss. That would mean at 50 lbs to lose, you can safely lose about 1.5 lbs a week. At 20, that number drops to .5-.6. If you set a goal that's too aggressive, you can't get it out of that range (and that sounds like what you may be experiencing here.)
