No, not always. I lost quite close to that for an extended period of time eating a bit more than 1550 calories a day, but I was also doing an extensive amount of exercise at the time. Nothing ridiculously intense, but a lot of it, up to 90 min a day.
Edit: It feels, just based on comments here, that SP tends to pop people (women, anyway) into 1200-1550 almost by default when they choose 2 pounds per week, regardless of their current weight or activity level. My range was always higher than that, but I only had put in 1 pound per week, though my actual loss was greater.
