Go talk to your doctor, and explain what's going on; your work can't penalize you for basic body functions. You need to march your behind into HR with facts; "holding it" has been linked to increased absences from work from UTIs and other infections. If you have documentation from your doctor that you need these breaks, they'll have to accommodate you.
With that said, there's nothing specifically that states that you MUST drink 64 ounces of water a day. Drinking to thirst and monitoring urine color (it should be pale straw yellow, not clear) are the best determinants of hydration. IF you're urinating too much, that's probably because you're drinking too much and your body's eliminating what it can't use. :)
