It's the difference between "total carbs" and "net carbs". If you notice on the front of the Atkins box, it says 2 Net Carbs. The fiber and sugar alcohols are substracted from the total carbs to get the claim of 2 net carbs. You can look at the nutritional info on the side (or back) of the Atkins box, and it will show the total carbs plus the breakdown for fiber and sugar alcohol. So the total carbs on the Atkins box should match the total carbs shown on Spark.
Part of the premise of Atkins, is "net carbs", where you subtract out any fiber or sugar alcohol in the food. And you keep to their levels (how many carbs you eat is based on what "phase" you're in) of low-carb, based on "net carbs", not total carbs, in food.
The basic listing that comes up in Spark for the Atkins bars shows the total carbs. You can set your Tracker to also show you fiber (I'm not sure about sugar alcohol, I've never looked). So you could then subtract out the fiber (and sugar alcohol if it's an option) and get a net carb total.
