Depends upon the context in casual settings I find skirts to be more attractive on women but as long as the situation merits it. For example a woman out jogging in a skirt would come off to me as crazy in how she cares too much about her looks as compared to what is sensible dress for the task at hand.

Hi Ms Goriana, add me to the skirts list. Simply put, I'm a leg man. Funny thing, seeing a bare thigh thanks to a short skirt is no big deal, however a flash of thigh from a longer skirt is risque, perhaps even naughty.
If you believe you can, or can not, either way you are correct.
A recent conversation with my fiancee, when she was trying to do Tae Bo with a video semi-regularly:
Me: "Hey, out of curiosity, what do you wear when you're doing Tae Bo?" Her: "Flannel pajama bottoms and a sweatshirt." Me: "Oh, I see." Her: "What, were you hoping I would say 'yoga pants and a sports bra'?" Me: "No... I was just curious..."
Seriously though, different clothes suit different people.
